The Conservatives stalled debate on an NDP opposition day motion in the House of Commons on Friday, a day after the New Democrats intervened in the Tories' own opposition day. The NDP was set to begin debate on a motion calling on the government to extend the upcoming GST break to what the party calls "essentials," including prepared foods at grocery stores, home heating and cellphone and internet bills. The motion also calls on the government to expand the proposed $250 "working Canadians rebate" to include fully retired seniors, people who rely on disability benefits and others who did not have employment income in 2023 — a key condition of the Liberal government's rebate. Conservative deputy leader Melissa Lantsman raised a point of privilege about a protest that happened earlier this week, saying three NDP members voiced support for protesters who blocked MPs from doing their work. The House adjourned for the week just before 2 p.m. on Friday. Deputy Speaker Chris d'Entremont said the debate on the privilege motion will resume on Monday. The votes on both the NDP GST motion and the Conservative non-confidence motion are scheduled to take place that day. The House of Commons has been in gridlock since late September, when the Conservatives began a filibuster on a separate privilege debate. That debate centres on the Liberals' refusal to provide unredacted documents about a now-defunct green technology fund to Parliament and the RCMP. The government has provided redacted copies of the documents, citing privacy concerns, and has said it would not be appropriate for Parliament to provide documents to the police. The RCMP says it is investigating the fund and that it likely could not use documents obtained through Parliament in that investigation. Still, the Tories say they will force the debate to continue until the Liberals hand over the documents or the NDP agrees to bring down the government. Because questions of privilege take precedence over nearly all other House business, the government has not been able to advance legislation. Parliament was heading toward an unprecedented situation of being unable to vote on a request from the government for more than $21 billion in spending. Earlier this week, House Speaker Greg Fergus intervened to pause the filibuster and schedule the four remaining days for opposition business and the vote on supplementary spending. A quarter-century ago, Michael and Patricia Ferry diligently prepped for the potential crash of computer systems across the world as the year changed from 1999 to 2000. The "Y2K bug" whipped up concerns across the globe about a technological collapse that could affect computer-reliant businesses, governments and more. As programmers shored up computer infrastructures worldwide, countless survival guides — many with intense titles such as "The Y2K Tidal Wave: Year 2000 Economic Survival" and "The Millennium Meltdown" — were published. The Year 2000 problem, or simply Y2K, refers to potential computer errors relating to the formatting and storage of calendar data for dates in and after the year 2000. Many programs represented four-digit years with only the final two digits, making the year 2000 indistinguishable from 1900. The fear was that this byte-saving tactic could have disastrous impact when the year flipped, with "2000" read as "1900," possibly taking down power grids, banks, flights and more. As the U.S. government, under then-President Bill Clinton, relied on compliance and education-related initiatives to boost both government and business, the Ferrys did their own prep. Throughout 1999, the couple stockpiled their home in Cochranton, Crawford County, with enough nonperishable food to last the family of four for months, stacked wood that would last two winters, and kept oil lamps and a solar cooker on hand. All in case the worst-case scenario became reality. "We figured if the entire grid went down, we had the ability to eat and keep ourselves warm," Ferry, now 63, told the Post-Gazette — where he and his wife's preparations ahead of Y2K were featured on the front page of the newspaper in an edition published on Jan. 3, 1999. Most Americans were aware of the "millennium bug" issue, with a March 1999 Gallup survey of 2,653 adults finding that just 7% reported hearing "nothing" about it. The Ferry's preparations raised some eyebrows among others in the community, Ferry recalled, but he paid no mind. "There's always pushback," he said. "There's always those that stand on the sidelines. ... I said, 'If everything goes bad, I'm ready.' If everything goes good, I was prepared and could use what I've got to provide for my life." With an estimated $200 billion to $600 billion spent across the globe to avert it, the large-scale crash never happened. The U.S. Department of Commerce's Economics and Statistics Administration, in a November 1999 report, noted that, "(t)o find and fix their Y2K problems, businesses and government agencies have diverted in the neighborhood of $100 billion from other purposes in recent years." A regional preparedness While the Ferrys readied themselves ahead of Y2K, so did hospitals, banks, utilities, schools and numerous other organizations across the region. The Pittsburgh Public School District purchased software packages that fortified the computers against any potential Y2K glitches. The Catholic Diocese of Pittsburgh updated the central computer system — holding financial and payroll information — for its schools to prevent any issues as well. Meanwhile, hospital networks across the region, including Pittsburgh Mercy Health System and the UPMC umbrella, readied generators and reviewed biomedical equipment to evaluate the propensity to malfunction in late 1999. At the time, West Penn Allegheny Health System, now under Allegheny Health Network, "had a full-scale emergency operations team that began working together months in advance of the turnover, anticipating every possible element of our operations that might be impacted," Dan Laurent, AHN vice president of corporate communications, stated in an email. Municipalities across the region also followed suit. Murrysville officials formed a committee a year before New Year's Day 2000 that came up with a 15-step plan to prepare for any issues a computer glitch could bring. In Whitaker, buildings were identified ahead of the new year to house people if needed. West Mifflin police set up a system where a siren would sound outside the fire hall with the press of a button in case phone lines went down. In Pleasant Hills, borough officials even discussed identifying "street leaders" throughout the community who would be given a borough-provided two-way radio to request help in the case of an emergency, though former emergency management coordinator Bob Martys said recently that he does not recall if that plan was ever enacted. He did, however, remember how he spent New Year's Eve in 1999: with his family, alongside other borough officials, including the fire chief and mayor, at the Pleasant Hills Volunteer Fire Company. "We just didn't know what was going to happen with phone communications or anything like that, so once we got closer to New Year's, we decided let's all spend New Year's Eve together at the fire company," Martys said. In the lead-up to 2000, he said, anticipating any issues related to computers was at the forefront of the minds of borough leadership. "It was a big priority for us," he said. "Of course, as you can imagine, the borough officials, mayor and council folks, we were very concerned." And despite the fact that no major outages occurred, Martys said, looking back, he is still happy the borough prepared as much as it did. "I am certainly glad that we were, what I would call at this point in time, overly prepared, just in case," he said. "We're a close-knit community. We just wanted to make sure that we were able to take care of our residents and do whatever we needed to make that happen." Ferry — who now lives with his wife in remote and sparsely populated Spray, Ore. — said the education he got while prepping for the turn of the millennium stuck with him. In order to be prepared for other potential emergencies, "whether it be earthquake, wildfire or a devastation of the national grid," the Ferrys are ready. That includes having three different sources of power for their home — solar, propane and car-powered — maintaining a well for clean water and keeping a stockpiled pantry. In 1999, as "a 37-year-old that thought he was invincible," Ferry said he learned a lot, both about himself and how to prepare for the worst. After his defeat in the LS poll from Palghar, he managed to win only 81,622 votes this time. His opponent, Vilas Tare of Shiv Sena, took away 45% of the 2.78 lakh votes. Analysts called these outcomes predictable. Despite controlling Vasai Virar Municipal Corporation and backing Mahayuti in 2019, BVA failed to address key challenges, including water, transport and infrastructure issues. "Mira-Bhayander, Navi Mumbai and Panvel have developed but Vasai has remained backward," said Virar social activist Mayuresh Wagh. The results came after an exit poll, released immediately after the polling stations closed, showed that Milanovic, backed by the opposition left-wing Social Democrats, had scooped more than 50 percent of the first round vote and would thus avoid the January 12 run-off. Milanovic won 49.1 percent of the first round vote and Primorac, backed by the ruling conservative HDZ party, took 19.35 percent, according to results released by the state electoral commission from nearly all of the polling stations. On Sunday evening, Milanovic pledged to his supporters who gathered in Zagreb to "fight for Croatia with a clear stance, one that takes care of its interests". Such a strong lead for Milanovic, whom surveys labelled a favourite ahead of the vote, raises serious concerns for Prime Minister Andrej Plenkovic's HDZ. Late on Sunday, Primorac labelled the big difference between him and Milanovic a "challenge". "In the first round there were... a lot of candidates, it was not easy to present the programme fully. Now it's a great opportunity that Milanovic and I be one on one... to see who represents what," Primorac told his supporters in Zagreb. The election came as the European Union and NATO member country of 3.8 million people struggles with biting inflation, widespread corruption and a labour shortage. Among the eight contenders, centre-right MP Marija Selak Raspudic and green-left MP Ivana Kekin followed the two main rivals, the exit poll showed. The two women each won around nine percent of the vote. The president commands the Balkan country's armed forces and has a say in foreign policy. But despite limited powers, many believe the office is key for the political balance of power in a country mainly governed by the HDZ since independence in 1991. "All the eggs should not be in one basket," Nenad Horvat, a salesman in his 40s, told AFP. He sees Milanovic, a former leftist prime minister, as the "last barrier to all levers of power falling into the hands of HDZ", echoing the view of many that was reflected in Sunday's vote results. The 58-year-old Milanovic has been one of Croatia's leading and most colourful political figures for nearly two decades. Sharp and eloquent, he won the presidency for the Social Democrats (SDP) in 2020 with pledges to advocate tolerance and liberalism. But he used the office to attack political opponents and EU officials, often with offensive and populist rhetoric. Milanovic, who condemned Russia's aggression against Ukraine, has nonetheless criticised the West's military aid to Kyiv. That prompted the prime minister to label him a pro-Russian who is "destroying Croatia's credibility in NATO and the EU". Milanovic countered that he wanted to protect Croatia from being "dragged into war". Milanovic regularly pans Plenkovic and his HDZ party over systemic corruption, calling the premier a "serious threat to Croatia's democracy". Speaking on Sunday, Milanovic said that in the current global situation, all political stakeholders in the country should be "on the same side as much as possible, at least when it comes to fundamental issues such as the national security or borders". For many, the election is a continuation of the longstanding feud between two powerful politicians. "This is still about the conflict between the prime minister and president," political analyst Zarko Puhovski told AFP. "All the rest are just incidental topics."
