Downing Street said the milestones would focus on raising living standards, rebuilding Britain, ending hospital backlogs, putting more police on the beat, giving children the best start in life and securing home-grown energy. Among the promises expected to be announced on Thursday is a guarantee that every neighbourhood will have a named, contactable police officer responsible for dealing with local issues. The Prime Minister is expected to describe the move as “a relief to millions of people scared to walk their streets they call home”, and promise a range of policing reforms to improve performance alongside £100 million to support neighbourhood policing. Labour has already pledged to recruit 13,000 new police officers, PCSOs and special constables, which would bring the total police workforce to a level above its 2010 peak. It’s about rebuilding the vital connection between the public and the police. “This marks a return to the founding principles of British policing – where officers are part of the communities they serve.” But the Conservatives said only a third of the 13,000 new recruits would be full police officers, while the £100 million would not cover what was needed to pay for them, leading to cuts elsewhere. Asthma attacks and chronic obstructive pulmonary disease (COPD) flare-ups - also known as exacerbations - can be deadly. Four people with asthma and 85 people with COPD die every day in the UK, according to official figures - with someone having an asthma attack every 10 seconds. People with the conditions are currently treated with steroid tablets. But now an injection has been shown to be more effective, reducing the need for further treatment by 30 per cent. Researchers say their findings, published in The Lancet Respiratory Medicine, could be "game-changing" for millions of people with asthma and COPD around the world. Read more on winter illnesses Lead investigator of the trial Professor Mona Bafadhel from King’s College London said: “This could be a game-changer for people with asthma and COPD. "Treatment for asthma and COPD exacerbations have not changed in fifty years despite causing 3.8 million deaths worldwide a year combined." The injection treat flare-ups called "eosinophilic exacerbation" and involve symptoms including wheezing, coughing and chest tightness due to inflammation resulting from high amounts of eosinophils, a type of white blood cell. Eosinophilic exacerbations make up to 30 per cent of COPD flare-ups and almost half of asthma attacks. Most read in Health Until now, steroid drugs have been the main medication. Steroids like prednisolone can reduce inflammation in the lungs but have severe side effects such as diabetes and osteoporosis. Many patients also " fail " treatment and need repeated courses of steroids, re-hospitalisation or die within 90 days. The study, led by scientists at King's College London and sponsored by the University of Oxford , looked at benralizamab, a drug already available that could be re-purposed in emergency settings. The research team explained benralizamab is a monoclonal antibody which targets eosinophils to reduce lung inflammation It's currently used for the treatment of severe asthma. The trial found a single dose can be more effective when injected at the point of exacerbation compared to steroid tablets. Participants in the study, who were high risk of an asthma or COPD attack, were split into three groups by the research team. One group received benralizamab injection and dummy tablets, another received standard of care (prednisolone 30mg daily for five days) and dummy injection and the third group receiving both benralizumab injection and standard of care. Neither the people in the study, or the study investigators knew which study arm or treatment they were given. After 28 days, respiratory symptoms of cough, wheeze, breathlessness and sputum were found to be better with benralizumab. After 90 days, there were four times fewer people in the benralizumab group that failed treatment compared to standard of care with prednisolone. Treatment with the benralizumab injection took longer to fail, meaning fewer episodes to see a doctor or go to hospital. There was also an improvement in the quality of life for people with asthma and COPD. Prof Bafadhel said: “Benralizumab is a safe and effective drug already used to manage severe asthma. "We’ve used the drug in a different way – at the point of an exacerbation - to show that it’s more effective than steroid tablets which is the only treatment currently available. “We hope these pivotal studies will change how asthma and COPD exacerbations are treated for the future , ultimately improving the health for over a billion people living with asthma and COPD across the world.” Geoffrey, from Banbury, said when you're having a flare up, it's very difficult to tell anybody how you feel - you can hardly breathe. "Anything that takes that away and gives you back a normal life is what you want," he added. On the injections, he said: "It's fantastic. I didn't get any side effects like I used to with the steroid tablets. "I used to never sleep well the first night of taking steroids, but the first day on the study, I could sleep that first night, and I was able to carry on with my life without problems. "I want to add that I'm just grateful I took part and that the everyone involved in the ABRA study are trying to give me a better life.” Dr Sanjay Ramakrishnan, Clinical Senior Lecturer at the University of Western Australia , who is the first author of the ABRA trial and started the work while at the University of Oxford, said: “Our study shows massive promise for asthma and COPD treatment. "COPD is the third leading cause of death worldwide but treatment for the condition is stuck in the 20th century. "We need to provide these patients with life-saving options before their time runs out. Dr Samantha Walker, Director of Research and Innovation, at Asthma + Lung UK, added: “It’s great news for people with lung conditions that a potential alternative to giving steroid tablets has been found to treat asthma attacks and chronic obstructive pulmonary disease (COPD) exacerbations. "But it’s appalling that this is the first new treatment for those suffering from asthma and COPD attacks in 50 years, indicating how desperately underfunded lung health research is. CAPE CORAL, Fla. -- A 22-year-old social media influencer on TikTok with nearly 300,000 followers has been arrested after using fake barcodes to steal from Target and filming herself getting ready before the alleged theft, police say. The Cape Coral Police Department in Florida responded to a Target branch located at 1890 NE Pine Island Road in Cape Coral last Wednesday regarding a past retail theft that occurred on Oct. 30, according to a statement from the Cape Coral Police Department. "Loss Prevention at Target stated that on October 30, 2024, an unknown female entered the store and selected items listed for sale," police said. "Once at the self-checkout register, the female suspect did not scan the items' barcodes, instead scanning a false barcode with cheaper prices." In total, 16 items of miscellaneous household goods and clothing were stolen with a total retail value of $500.32, which was verified by officers via Target's security cameras. In an attempt to help identify the suspect through public assistance, the Cape Coral Police Department's Facebook and Instagram accounts posted the female's picture, describing her as appearing to be "approximately 20-35 years old, had long black hair, and was wearing a tan shirt, tan pants, and glasses." An anonymous caller who saw the post on social media subsequently contacted the police and gave the possible identification for the suspect as Marlena Velez and informed them of her social media profiles. "Officers then found Marlena's TikTok account, which documents her getting ready on October 30, 2024, in the same outfit and glasses and going to Target," police said. "Marlena documents herself picking out items inside the store and placing them in her car after exiting the store. Marlena appears to be a content creator with almost 300,000 followers." Velez has since been arrested and taken to the Lee County Jail and charged with petit theft of less than $750. MINNEAPOLIS — Brian Thompson, the chief executive of Minnetonka-based UnitedHealthcare, has been shot and killed in Manhattan in what police officials called a brazen attack that apparently targeted the Maple Grove resident. Thompson, 50, was fatally shot outside the Hilton hotel in Midtown where video evidence indicates the gunman was “lying in wait” for several minutes and approached from behind, firing several rounds, said Jessica Tisch, commissioner of the New York Police Department, at a Wednesday news conference. The executive was struck at least once in the back and leg. “Brian Thompson, the CEO of UnitedHealthcare, was shot and killed in what appears — in this early stage of our investigation — to be a brazen, targeted attack,” Tisch said. “This does not appear to be a random act of violence.” The police commissioner added: “I want to be clear, at this time, every indication is that this was a premeditated, preplanned, targeted attack.” Police are offering a $10,000 reward for information on what they described as a homicide. They said the shooting occurred at about 6:40 a.m. Eastern time. Thompson was walking toward the hotel, police said, to attend the annual investor day conference for parent company UnitedHealth Group. The shooter arrived on the location about five minutes ahead of Thompson, who was walking alone without a security detail, said Chief of Detectives Joseph Kenny. Video shows the suspect step out from behind a car and ignore other pedestrians before shooting Thompson from behind, Kenny said. The suspect then walked toward Thompson and continued to shoot, until the gun apparently malfunctioned. After clearing the jam, the shooter began to fire again, Kenny said, and then fled on foot. Responding to reporter questions, Kenny said police don’t know if the shooter could have been a professional, nor could investigators say if there was a silencer on the weapon. From watching the video, he said, “it does seem that he’s proficient in the use of firearms as he was able to clear the malfunctions pretty quickly.” After his initial flight from the scene, the suspect was later seen riding an e-bike, including when he was spotted in Central Park. “The motive for this murder currently is unknown,” Kenny said. “Based on the evidence we have so far, it does appear that the victim was specifically targeted. But at this point, we do not know why.” Thompson was CEO of UnitedHealthcare, the nation’s largest health insurer. It is a division of Minnetonka-based UnitedHealth Group, which is the fourth-largest public company in America behind Walmart, Amazon and Apple. His wife, Paulette Reveiz Thompson, told NBC News that he had been receiving threats. “There had been some threats,” she said in a phone call to NBC News. “Basically, I don’t know, a lack of coverage? I don’t know details. I just know that he said there were some people that had been threatening him.” During the police news conference, reporters asked Kenny if there was any evidence to suggest a connection between the killing and a patient upset over insurance coverage. ”We’re looking at everything,” the chief of detectives said. “We’re looking at (Thompson’s) social media. We are interviewing employees. We are interviewing family members. We will be speaking to law enforcement in Minnesota.” Thompson arrived in New York on Monday, Kenny said. Police had begun the process to search Thompson’s hotel room, he said, adding: “We’re reaching out to law enforcement in Minnesota and we’re also interviewing his co-workers and family members to see if there have been any specific threats against him in the past.” Thompson was named chief executive of the insurance division in April 2021. Snow squalls battered the U.S., Minnesota and company flags flying at half-staff as television news crews filmed. A bouquet of flowers lay inside the building’s front entrance. Several Minnetonka police cars camped outside the campus, and the department appeared to position a security tower to monitor the headquarters. A spokesperson for the Minnetonka Police Department said it’s proactively stepping up patrols in the area of UnitedHealthcare’s campus and has been in touch with the company’s security team. The spokesperson was not aware of any specific threats targeting the campus. Police records show there have been many calls from company headquarters since January 2021, but a substantial number of those were 911 hangups. On July 15, 11 people were arrested when the People’s Action Institute staged a protest over the company’s allegedly improper refusals to authorize or pay for care. UnitedHealth Group said at the time the safety of its workers was a top priority, and it had resolved the group’s specific concerns, remaining open to a broader dialogue on access to care matters. Other calls have included three for an “unwanted person” and one each for an alleged threat, a civil matter and a disturbance. The civil matter involved a UnitedHealthcare client living in California who was in a reimbursement dispute in May involving $1,000. A United Nations panel on space traffic coordination in late October determined that urgent action was necessary and called for a comprehensive shared database of orbital objects as well as an international framework to track and manage them. More than 14,000 satellites including some 3,500 inactive surround the globe in low Earth orbit, showed data from U.S.-based Slingshot Aerospace. Alongside those are about 120 million pieces of debris from launches, collisions and wear-and-tear of which only a few thousand are large enough to track. "There's no time to lose on space traffic coordination. With so many objects being launched into space, we have to do everything we can to ensure space safety, and that means facilitating the sharing of information between operators, be they public or private, in order to avoid collisions," said panel co-chair Aarti Holla-Maini, director of the United Nations Office for Outer Space Affairs. Low Earth orbit must remain safe to prevent costly disruption to the technology behind global communication, navigation and scientific exploration, she said. Yet there is no centralized system that all space-faring nations can leverage and even persuading them to use such a system has many obstacles. Whereas some countries are willing to share data, others fear compromising security, particularly as satellites are often dual-use and include defense purposes. Moreover, enterprises are keen to guard commercial secrets. In the meantime, the mess multiplies. A Chinese rocket stage exploded in August, adding thousands of fragments of debris to low Earth orbit. In June, a defunct Russian satellite exploded, scattering thousands of shards which forced astronauts on the International Space Station to take shelter for an hour. Low Earth orbit is the region most congested with human-made objects as it offers a balance between cost and proximity, making it a prime target for the rapidly growing commercial space sector. It has also seen a 17% rise in close approaches per satellite over the past year, Slingshot data showed. Projections point to tens of thousands more satellites entering orbit in the coming years. The potential financial risk of collisions is likely to be $556 million over five years, based on a modeled scenario with a 3.13% annual collision probability and $111 million in yearly damages, said Montreal-based NorthStar Earth & Space. "We are at a critical point with respect to putting regulations and structure in space to monitor and manage the growing congestion. With Starlink launching thousands of satellites per year, China and others preparing to follow, we will soon push the bearing capacity of prime orbits," said NorthStar CEO Stewart Bain. RISKY BUSINESS Low Earth orbit is densely packed, with bands such as the one for satellite internet service Starlink from commercial space company SpaceX - at an altitude of 540–570 km. As of Nov. 27, Starlink had 6,764 satellites in orbit, Jonathan's Space Report showed. SpaceX data showed Starlink satellites performed nearly 50,000 collision-avoidance maneuvers in the first half of 2024, about double the previous six months. SpaceX did not respond to a Reuters request for comment. The European Space Agency, which has fewer spacecraft than SpaceX, said in 2021 its maneuvers have increased to three or four times per craft versus a historical average of one. The 800–900 km band contains fewer satellites but has 3,114 objects - including operational and non-operational payloads, rocket bodies and fragments - which make up 20% of the total mass of objects in low Earth orbit, posing significant collision risk, LeoLabs data showed. Expired satellites add to the clutter as they stay in orbit until they fall into - and burn up in - Earth's atmosphere years later or are flown to a "graveyard orbit" some 36,000 km away. Russia drew global criticism in November 2021 when it test fired a missile at a defunct satellite in orbit, creating thousands of fragments of debris. Russia invaded Ukraine three months after the test. "The potential for conflicts between states has been on a steep rise in the recent past. If these extend to space it could complicate the outer space environment. We urgently need common global rules for coordination," said Anirudh Sharma, CEO of Bengaluru-based Digantara, which specializes in space situational awareness. FINAL FRONTIER The U.N.'s Holla-Maini, whose office serves as secretariat for the Committee on the Peaceful Uses of Outer Space, said the October panel aimed to bring together public- and private-sector experts to outline steps needed to start work on coordination. It will present its findings at a committee meeting next year. Global cooperation is essential to developing enforceable rules akin to those used by the International Civil Aviation Organization for air traffic, industry experts told Reuters. Such effort would involve the use of existing tools, such as databases, telescopes, radars and other sensors to track objects while improving coverage, early detection and data precision. Yet geopolitical tension and reluctance to share data with nations deemed unfriendly as well as commercial concerns over protecting proprietary information and competitive advantages remain significant barriers. That leaves operators of orbital equipment relying on informal or semi-formal methods of avoiding collisions, such as drawing on data from the U.S. Space Force or groups like the Space Data Association. However, this can involve issues such as accountability and inconsistent data standards. "The top challenges are speed - as consensus-building takes time - and trust," Holla-Maini said. "Some countries simply can't communicate with others, but the U.N. can facilitate this process. Speed is our biggest enemy, but there's no alternative. It must be done."
