The Argentine government will allow universities and hospitals nationwide to charge non-resident foreigners, presidential spokesman Manuel Adorni said in his usual press conference. However, critics told the Herald that university students are already required to be residents to sign up for undergraduate degrees and that the number of international students in public universities is minimal. “The goal of the measures is to move forward, as in all the measures we take, toward an orderly country and, in this case, a country that takes care of its borders and protects Argentine citizens,” Adorni said during the conference. He added that charging fees to non-resident foreigners will “represent a source of financing” for universities. State universities have not charged students for undergraduate degrees since 1949 . “Just to give an example: one out of every three medical students is a foreigner,” Adorni said. However, a spokesperson for the National University of Córdoba (UNC) told the Herald that foreign students already need Argentine ID cards (“DNI” for their Spanish initials) to sign up for careers in national universities. Those ID cards are only issued to residents in Argentina, and foreigners usually get temporary residence permits (called precarias ) before getting a definitive one. That means that there are no “non-resident foreigners” studying in Argentina. There are two exceptions: exchange students who come “usually for a semester,” but the fees they pay are low enough to be considered “symbolic.” Another one could be the CBC, Buenos Aires University’s entry course, which international students can sign up for with their country’s ID card or their passports. However, once they are accepted into their degree of choice, they must present an Argentine DNI. The UNC spokesperson added that university authorities are not planning to charge international students, and that, even if the government’s announcement were applicable, universities would be allowed, and not forced to, charge them. “Universities are autonomous,” the spokesperson added. “The government is diverting the discussion. The issue that worries the universities is what budget they will have next year.” A series of austerity measures implemented by the Milei administration have hit public universities hard , sparking nationwide protests and months of tensions. Adorni added that the government aims to ” end free medical care for foreigners,” including “national, provincial or municipal agencies.” He added that the province of Salta, which borders Bolivia, is charging foreign patients, and “the number of foreigners treated was reduced by 95% and a savings of AR$60 million was generated.” Yamila Pereyra, a social worker from the Bonaparte Hospital , said that the health center’s authorities have not released an official communiqué on the topic. “There has never been any refusal to treat foreigners; we have always treated every person without restrictions regardless of their immigration status in the country,” she added. Rodolfo Arrechea, the Health Secretary for the state workers’ union ATE, told the Herald that they always supported “universal health care,” and that a patient’s nationality is not a factor. “In Buenos Aires, there is a percentage, albeit minimal, of foreigners [that use public hospitals,] but they are a vulnerable population,” Arrechea said. The union leader said the government is trying to make excuses, as it is defunding hospitals and looking for “the state not to be present.” “[Foreigners going to public hospitals] do not move the needle, but that person is going to stop going to the hospital, and you can buy yourself a bigger health issue — for example, cases of tuberculosis or HIV.” Adorni said both changes will be made by modifying the immigration law. He added that the reform will also “incorporate more crimes as causes to prevent entry or as justification to expel an immigrant from the country.” “Therefore, if a criminal is caught in flagrante delicto , that is, if he is caught committing the crime or if he is arrested for violating the democratic system, attacking the institutions, for example, he will be expelled and will be prohibited from re-entering the country,” he said. Three weeks ago, Federal Judge Daniel Rafecas requested the arrest of 61 Brazilians living in Argentina who were convicted in Brazil for participating in the January 2023 storming of government buildings. Four have been detained so far.

Additionally, China is engaged in a “chip war” with the United States, emphasizing the critical role of semiconductors in robotics, military armaments, and artificial intelligence warfare. Within this broader context, the conflicts in the Middle East appear relatively minor. The targeted assassinations of Hezbollah leaders have weakened Iran's proxy forces across the region. Iran itself is struggling with weak economic fundamentals and civil unrest, hindering its nuclear ambitions. In Syria, the opposition has successfully deposed Bashar al-Assad, who has fled to Russia for asylum. As Russia evacuates its military presence in Khmeimim and Tartus, it risks losing leverage against Turkey—a nation it has been at odds with since Turkish forces shot down a Russian jet in 2015. A ceasefire between Israel and Hezbollah is reportedly in the works, diminishing the perception of Gaza as a central issue. The brutal attack by Hamas on October 7, 2023, resulting in the deaths of over a thousand Israelis, has been described as the "worst attack against Jews since the Holocaust." This has led to a severe military response, with relentless bombing of Gaza causing at least 40,000 Palestinian deaths this year alone. Hamas is currently withholding the release of hostages, a condition for a ceasefire, in an effort to pressure Israel into a continuous assault on Gaza. This situation has created a significant public relations disaster for Israel on the global stage. However, the Gaza conflict is likely to reach a conclusion soon, as it is too small a territory to serve as a permanent source of tension. A potential resolution could be a two-state solution—one Israel and one Palestine—recognized by peaceful Arab states like Saudi Arabia, Egypt, and the United Arab Emirates. Such a resolution might finally address the long-standing grievances in the region. Conversely, the situation in Ukraine presents a different challenge. Russia has recently escalated its aggression with ballistic missile assaults on Kyiv and other cities, leaving half of Ukraine without power. This escalation was prompted by U.S. President Joe Biden's decision to permit long-range missiles to be used against Russian territory. The question arises: Will President-elect Donald Trump fulfill his promise to end the Ukraine war upon taking office? One potential strategy is for Trump to withhold further military and financial support to Ukraine, compelling it to accept Russia's permanent occupation of seized territory in exchange for a ceasefire. However, whether Ukraine and Russia will agree to such terms remains uncertain. One reassuring thought is that, despite Russia's threats to use nuclear weapons against Ukraine, common sense suggests that the aggressor is unlikely to follow through due to the catastrophic fallout that would affect Ukraine—a country Russia aims to occupy. Putin likely understands the consequences of such an action. Media analyst Elena Gold cites Putin’s chief spy, Nikolai Patrushev, who claimed that Trump could be assassinated if he fails to uphold his election promise regarding Ukraine. This statement highlights the dangerous game of international blackmail at play. Russia has demonstrated a willingness for violent retaliation, as exemplified by the fate of dissident Yevgeny Prigozhin, who attempted to take over Moscow in 2023. After failing and being pardoned by Putin, he died under suspicious circumstances just months later. Russia appears prepared for a protracted war in Ukraine, while European nations are increasing their defense spending in anticipation of reduced U.S. aid. One notable supporter of Ukraine is Poland, whose economy has been growing rapidly, with a GDP that has surpassed $500 billion. In the coming decade, Poland could rival Germany and the United Kingdom, according to the "Daily Digest." At the start of the Ukraine conflict, many nations hesitated to assist; Germany sent helmets while Poland provided 300 tanks to Kyiv. Poland is reportedly building its army to 300,000 strong by 2030, positioning itself as a significant military force in Europe. The question remains: how far will the U.S. go to defend Taiwan against potential Chinese aggression? The U.S.-China "trade war" further complicates matters, with Trump threatening a 60% tariff on Chinese goods and the U.S. restricting technology exports to 140 countries, including China. Munde, who also called on chief minister Devendra Fadnavis, told the media that the individual responsible for the murder should be given the strictest punishment even if the latter turns out to be a close associate of him. Munde, the new food and civil supplies minister, attributed the allegations against him to people in the opposition who wanted to “end his political career”. Santosh Deshmukh, the sarpanch (elected village council head) of Massajog village was brutally murdered on December 9. His family as well as Opposition parties have alleged that local strongman Valmik Karad is the mastermind behind the murder. MLAs from district as well as other politicians allege that Karad, who is a close associate of Dhananjay Munde, should be arrested. Opposition parties also allege that Munde has been supporting Karad and should be sacked as a minister. Fadnavis on December 20 had announced a judicial probe into the case and a report is expected in six months. A special investigation team (SIT) has also been constituted under an inspector-general of police to investigate the killing. Fadnavis also transferred Beed district superintendent of police Avinash Bargal following the murder. Karad and his aides have been booked for extortion of ₹ 2 crore – Deshmukh had allegedly exposed an extortion attempt involving a local company – and will be charged under the Maharashtra Control of Organised Crimes Act (MCOCA). It is feared that an impartial investigation cannot be conducted as long as Munde is a minister in the government, as he was elected from Parli in Beed district. Munde was a minister in the Maha Vikas Aghadi (MVA) as well as the Mahayuti governments. He is considered to be close to NCP chief Ajit Pawar, and played a role in splitting the party in 2023. All political parties except the NCP have organised a march in Beed on December 27, to demand the arrest of Karad and Munde’s removal from the state cabinet. It is against this backdrop that Munde called on Fadnavis on Thursday, soon after he took charge as food and civil supplies minister. “The persons responsible for the murder should be hanged, even if he turns out to be close to me. I have urged the chief minister to hold the trial in a fast-track court so that the guilty is punished at the earliest,” Munde told the media. Regarding the demand for his resignation, Munde said: “There are some people targeting me. They are trying to end my political career,” he alleged. He also said he was not denying that Karad is a close aide of his but added that the latter has worked with other politicians in the district as well, including BJP legislator Suresh Dhas. Significantly, Dhas has been demanding action against Karad and Munde. Damania posts picture of Munde wielding revolver Activist Anjali Damania, who has been vocal over the Beed murder case, on Thursday posted a picture on social media of Dhananjay Munde wielding a revolver. She also posted a video which showed Munde driving a vehicle with Valmik Karad, accused of being involved in the Deshmukh murder, seated next to him. Damania has also alleged that Beed district tops the districts in the state for the number of gun licences issued.

LOS ANGELES (AP) — Two-time Cy Young Award winner Blake Snell says it was a really easy decision to sign with the World Series champion Los Angeles Dodgers and the presence of three-time MVP Shohei Ohtani played a part, too. Snell was introduced Tuesday at Dodger Stadium accompanied by his agent Scott Boras. The left-hander finalized a $182 million, five-year contract last Saturday. “It was really easy just cause me and Haeley wanted to live here, it’s something we’ve been talking about for a while,” Snell said, referring to his girlfriend. “Then you look at the team. You look at what they’ve built, what they’re doing. It’s just something you want to be a part of.” Last month, Snell opted out of his deal with San Francisco to become a free agent for the second consecutive offseason after he was slowed by injuries during his lone year with the San Francisco Giants. Snell gets a $52 million signing bonus, payable on Jan. 25, and annual salaries of $26 million, of which $13.2 million each year will be deferred . Because Snell is a Washington state resident, the signing bonus will not be subject to California income tax. “It just played out the way that people around me felt comfortable with, I felt comfortable with, they felt comfortable with,” Snell said. “We talked and found something that could work for both of us.
