WASHINGTON — As president-elect Donald Trump rattles his closest neighbours with threats of tariffs, he is also firming up the team of loyalists to put his plans into action. Trump’s team to lead his trade agenda and the American economy include trade lawyers, former advisers and Wall Street executives who have all expressed favourable views of tariffs. “He’s choosing a lot of people who are going to be loyal to him and his ideas,” said Matthew Lebo, a specialist in U.S. politics at Western University in London, Ont. “And that probably will lead to a lot more volatility than even we saw in the first term.” On Tuesday evening, Trump picked Jamieson Greer to be U.S. trade representative. The president-elect said Greer played a key role in the first Trump administration imposing tariffs on China and negotiating the Canada-U.S.-Mexico Agreement. If confirmed, Greer will oversee the trade pact’s review in 2026. “Jamieson will focus the Office of the U.S. Trade Representative on reining in the country’s massive trade deficit, defending American manufacturing, agriculture, and services, and opening up export markets everywhere,” Trump said in a statement. Greer was the chief of staff to former U.S. trade representative Robert Lighthizer as the trilateral agreement was being crafted to replace the North American Free Trade Agreement, which was torn up last time Trump entered office. Greer’s nomination came the day after Trump said he will impose a 25 per cent import tariff on goods coming from Canada and Mexico. He has also announced an additional 10 per cent tariff on goods from China. Trump said the tariffs against Canada and Mexico would remain in place until both countries stop people and drugs, in particular fentanyl, from illegally crossing the border into the U.S. A Canadian Chamber of Commerce report suggested Trump’s previous pledge to impose a 10 per cent levy would take a $30-billion bite out of the Canadian economy. The former prime minister and current Scottish First Minister were among the congregation at a memorial service in Edinburgh on St Andrew’s Day. Former prime minister Gordon Brown and Scottish First Minister John Swinney were among those who remembered a “giant of a man” during a memorial service for Alex Salmond. Tributes were paid to the former Scottish first minister, who died suddenly in North Macedonia in October at the age of 69. A private family funeral has already taken place, with Saturday’s memorial service in Edinburgh held to celebrate his love of Scotland and his commitment to the cause of independence. But while some 500 people, including family, friends and politicians from across the spectrum attended the service at St Giles’ Cathedral, his successor Nicola Sturgeon was not present. A rift between her and Mr Salmond – who she had previously described as her mentor – developed during her term as SNP leader. Ms Sturgeon attended the funeral of Scottish comedian Janey Godley in Glasgow on Saturday morning. Her successor, Mr Swinney, was met with boos as he arrived at the service – held on St Andrew’s Day – with at least one person in the crowd outside on the Royal Mile shouting “traitor”. Mr Salmond stood down as SNP leader and first minister after the 2014 referendum in which Scots voted to stay part of the UK. A loss of Scotland’s voice on the international stage. A loss of integrity in Scottish politics. It started so quickly and so promisingly. President-elect Donald Trump began announcing his team Nov. 7 by naming America’s first female White House chief of staff, Susie Wiles. After a three-day break, Mr. Trump renewed staffing his administration the following Sunday by proposing an ambassador to the United Nations and a border czar. The next day he announced his pick for Environmental Protection Agency administrator. That Tuesday Mr. Trump revealed his choices for national security adviser, Central Intelligence Agency director, homeland security secretary, ambassador to Israel and co-chairmen of a new commission called the Department of Government Efficiency. Though his nomination that day of Fox News host Pete Hegseth for defense secretary raised questions, all these other picks were defensible. Overall, the president-elect was coming across as purposeful, focused and energetic. Then came Wednesday. On Nov. 13, the future president picked for his attorney general Florida Rep. Matt Gaetz. It was a catastrophically bad selection that eventually led to Gaetz withdrawing from consideration. The nomination couldn’t be defended by referring to Mr. Gaetz’s record as an attorney. He has barely practiced law. He has no prosecutorial experience except as a prosecution’s target. And his law license was briefly suspended in 2021 because he stopped paying his bar-association dues. Nor could the pick be justified because of his outstanding legislative record. He doesn’t have one. To the degree he’s known for doing anything on the House floor, it’s reportedly for sharing the details of his latest female conquests. Then, of course, there’s his turn on former Speaker Kevin McCarthy. Mr. Gaetz’s behavior then made appeals to party unity to confirm him now unpersuasive. He led seven other House GOP renegades to ally with 208 Democrats to remove Mr. McCarthy over the objections of 210 fellow Republicans. There’s also the House Ethics Committee investigation into Mr. Gaetz for allegations that he used illicit drugs, paid to have sex with a minor and accepted improper gifts. Mr. Gaetz denies all these accusations. But his abrupt resignation from the House upon his nomination halted the committee’s process, and it’s unclear if it will release the report. Rather than for any particular skill or competency, Mr. Gaetz was selected because he promised he would smite Mr. Trump’s enemies within the Justice Department and hound his opponents outside it. Vengeance is a powerful motive but not a sound foundation for public confidence in the nation’s chief law-enforcement officer. It’s likely that the only way Mr. Gaetz could have been approved was if Mr. Trump expended enormous political capital to browbeat Senate Republicans into backing him. But no president has infinite sway, no matter how remarkable his electoral victory. Second-term chief executives tend to have even less. The confirmation proceedings for Mr. Trump’s director of national intelligence nominee, Tulsi Gabbard, and Mr. Hegseth could also be messy and full of bad press. His in particular could entail unpleasant surprises, given that the Trump transition team was reportedly blindsided after his nomination by the news that he had reached a settlement with a woman who accused him of sexual assault in 2017. Mr. Hegseth denies any wrongdoing. The former president made one other mistake with his nominations. By revealing his early choices through posts on Truth Social, Mr. Trump missed opportunities to deliver powerful messages to the American people about what he intends to do and why.

Trump's team to lead his trade agenda and the American economy include trade lawyers, former advisers and Wall Street executives who have all expressed favourable views of tariffs. "He's choosing a lot of people who are going to be loyal to him and his ideas," said Matthew Lebo, a specialist in U.S. politics at Western University in London, Ont. "And that probably will lead to a lot more volatility than even we saw in the first term." On Tuesday evening, Trump picked Jamieson Greer to be U.S. trade representative. The president-elect said Greer played a key role in the first Trump administration imposing tariffs on China and negotiating the Canada-U.S.-Mexico Agreement. If confirmed, Greer will oversee the trade pact’s review in 2026. "Jamieson will focus the Office of the U.S. Trade Representative on reining in the country's massive trade deficit, defending American manufacturing, agriculture, and services, and opening up export markets everywhere," Trump said in a statement. Greer was the chief of staff to former U.S. trade representative Robert Lighthizer as the trilateral agreement was being crafted to replace the North American Free Trade Agreement, which was torn up last time Trump entered office. Greer's nomination came the day after Trump said he will impose a 25 per cent import tariff on goods coming from Canada and Mexico. He has also announced an additional 10 per cent tariff on goods from China. Trump’s team to lead his trade agenda and the American economy include trade lawyers, former advisers and Wall Street executives who have all expressed favourable views of tariffs. “He’s choosing a lot of people who are going to be loyal to him and his ideas,” said Matthew Lebo, a specialist in U.S. politics at Western University in London, Ont. “And that probably will lead to a lot more volatility than even we saw in the first term.” On Tuesday evening, Trump picked Jamieson Greer to be U.S. trade representative. The president-elect said Greer played a key role in the first Trump administration imposing tariffs on China and negotiating the Canada-U.S.-Mexico Agreement. If confirmed, Greer will oversee the trade pact’s review in 2026. “Jamieson will focus the Office of the U.S. Trade Representative on reining in the country’s massive trade deficit, defending American manufacturing, agriculture, and services, and opening up export markets everywhere,” Trump said in a statement. Greer was the chief of staff to former U.S. trade representative Robert Lighthizer as the trilateral agreement was being crafted to replace the North American Free Trade Agreement, which was torn up last time Trump entered office. Greer’s nomination came the day after Trump said he will impose a 25 per cent import tariff on goods coming from Canada and Mexico. He has also announced an additional 10 per cent tariff on goods from China. Trump said the tariffs against Canada and Mexico would remain in place until both countries stop people and drugs, in particular fentanyl, from illegally crossing the border into the U.S. A Canadian Chamber of Commerce report suggested Trump’s previous pledge to impose a 10 per cent levy would take a $30-billion bite out of the Canadian economy. More than 77 per cent of Canadian exports go to the U.S. and trade comprises 60 per cent of Canada’s gross domestic product. Some economists have warned across-the-board duties would cause inflation in the U.S., even though Trump campaigned on lowering costs for Americans. Greer was deeply involved in Trump’s original sweeping tariffs on China and subsequent negotiations on the U.S.-China Phase 1 trade agreement, online biographies say. In testimony about China’s trade agenda at a House trade subcommittee last year, Greer said he believes “good fences make good neighbours, and trade enforcement is an important part of establishing those fences.” On Tuesday, Trump also tapped Kevin Hassett to be the director of the White House National Economic Council. The role will be key in fulfilling Trump’s campaign promise to fix the U.S. economy. His announcement said Hassett will also “ensure that we have fair trade with countries that have taken advantage of the United States in the past.” Hassett served during the first Trump term as chairman of the Council of Economic Advisers and the president-elect has called him a “true friend.” The latest nominations round out an economic team that includes hedge fund executive Scott Bessent for Treasury secretary and Howard Lutnick, the CEO of Wall Street investment bank Cantor Fitzgerald, who was tapped for commerce secretary. If confirmed by the Senate, Lutnick would oversee a sprawling cabinet agency and Trump’s tariff agenda. He has been a vocal supporter of Trump’s tariff plans.
